ESC’s training courses are conducted by high calibre consultants with a vast knowledge and experience in their respective fields.

Our tutors are active technical consultants within ESC. This means that the tutor has recent experiences with the course topic, allowing exchanges of information with the delegates beyond the content of the presented material.

Meet the Tutors

Dr Fan Ye

Fan is a member of IEC committees responsible for the development of IEC 61508 (Functional safety of E/E/PE safety-related systems) and IEC 62443 (Security for industrial automation and control systems).

He has over 15 years of experience in providing consultancy services on functional safety and IACS cyber security.

Dr Fan Ye has been an ESC Principal consultant for over 7 year and is responsible for the following courses:

Dr Esteban Bernechea

Esteban is a Principal Consultant for ESC, with over 10 years of experience in process engineering and process and functional safety, providing consultancy for a wide variety of industry sectors (Oil&Gas, chemicals, biocontainment, power generation, etc.).

He has a Chemical Engineering background and holds a Doctorate degree for his work related to the application of QRA and ISD as optimisation tools. He is also a certified Functional Safety Engineer (FS Eng TÜV Rheinland).

Esteban has extensive experience chairing Process Hazard Analysis (HAZOP, HAZID, etc.) and delivering Functional Safety (SIL determination, verification, etc.) studies.

Ron Bell

ESC Ron-Bell

An influential figure in the field of functional safety, Ron was appointed OBE in the Queen’s 2006 New Year’s Honours list.

From 1992 until 2006, Ron Bell was head of the Electrical and Control Systems Group in the Health and Safety Executive. In 1998, he was appointed as one of the five UK members of the binational Channel Tunnel Safety Authority which is a post he held for 13 years.

He chaired an international IEC Task Group that assessed the viability of developing an international standard for safety critical computer systems and then went on to chair one of the two IEC working groups responsible for Editions 1 and 2 of IEC 61508 (the international standard dealing with safety critical systems) and is currently involved in the revision of Edition 2 of IEC 61508. Ron was a Member of the IEC Advisory Committee on Safety (ACOS) for over ten years with special responsibilities for functional safety.  He also chaired both the Institution of Engineering & Technology Functional Safety Professional Network and the Institution of Engineering & Technology Residential Course on Safety Critical Systems. He held a 3-year appointment (2015-2018) as a Royal Academy of Engineering Visiting Professor at Liverpool John Moores University.

He was recently awarded the 2020 Mukaidono Safety Award, in recognition of distinguished services in the international standardisation of functional safety.

Ron is responsible for the following courses:

Simon Burwood

Simon has worked in the specification, design, management and assessment of safety-related systems for over 19 years. He spent the early part of his career working in the machinery sector, designing and commissioning programmable safety functions for the manufacturing industry. He then moved into safety consultancy, specialising in IEC 61508/61511-compliance. In 2010, he co-founded Engineering Safety Consultants Ltd. (acquired by ERM in January 2021); a specialist technical safety consultancy, with a focus on Functional Safety.

He is a regular expert speaker on The Institute of Engineering and Technology’s (IET) annual SIL Seminar and is a Fellow of the Safety and Reliability Society (SaRS). Simon is also a member of the BSI GEL/065/01 Committee and was appointed to the IEC 61508 and IEC 61511 Maintenance Committees (MT 61508-1-2 & MT61511) as a UK expert on Functional Safety.

Simon is a certified Functional Safety Expert (TÜV Rheinland, #269/16, SIS, PH&RA) for both Safety Instrumented Systems (SIS) and Process Hazard & Risk Analysis (PH&RA) within the TÜV Rheinland Functional Safety Training Program for courses accredited on the scheme.
